The 2025 Annual Review of Plots and Attacks Across the US

Summary

ISD identified 74 violent attacks and disrupted plots in the US in 2025 linked to known extremist movements, online radicalization or grievance-based violence. These 39 attacks and 35 plots represent a 27 percent increase year-on-year compared to 2024. Attacks in 2025 were also significantly more deadly, with 50 people killed and 162 injured – a 316 percent increase in deaths and a 350 percent increase in injuries. ISD's analysis, based on an internal database assembled through open-source reporting and ethnographic monitoring, found that the tactics, suspect/perpetrator characteristics and ideological drivers remain consistent with ISD's previous research on plots and attacks in 2024.
