Summary
This toolkit operationalizes the GCTF's 2020 Memorandum on Good Practices for National-Local Cooperation (NLC) in P/CVE. Launched in September 2023 by the GCTF CVE Working Group Co-Chairs (Australia and Indonesia), it provides policymakers and practitioners with practical guidance for strengthening collaboration between national and local actors. Addressing the gap between policy frameworks and local implementation, the toolkit outlines six pillars for effective NLC, drawing from over 60 case studies worldwide. It includes an Implementation Checklist and resource compendium. Designed to support application of the Memorandum's 13 good practices, the toolkit emphasizes non-discriminatory, internationally consistent approaches that respect the "Do No Harm" principle. It offers adaptable strategies for countries at different NLC stages, serving as an inspirational resource for building sustainable, inclusive, and context-specific P/CVE efforts.
