Countering Violent Extremism and Development Assistance Identifying Synergies, Obstacles, and Opportunities

Summary

A consensus is building that violent extremism and terrorism are both international security and development issues. It is well documented that economic and social development are better attained in the absence of violent conflict. Furthermore, although poverty does not have a direct causal relationship with violent extremism and terrorism, poorer countries are the most affected by terrorism. Beyond socioeconomic challenges, a lack of hope and future prospects, real or perceived marginalization and sociopolitical exclusion, and weak governance and rule of law are considered conducive to the spread of terrorism and challenging to sustainable development.
